Leonid Reiman on the Future of Telecommunications: Artificial Intelligence Strengthens Both Sides

Modern efforts to combat phone fraud show how

Operators and regulators use different tools, but new technologies continually change both defensive measures and fraudulent methods. Around the world, these approaches include call authentication protocols in the United States as well as national spam-blocking systems used in parts of Asia.

Leonid Reiman points out that expecting a final solution from a single technology is mistaken. Fraudulent schemes adapt quickly, so traffic analysis, rules governing phone numbers and interagency cooperation must continue to develop.

Artificial intelligence makes this race particularly visible. AI helps identify suspicious activity and stop fraudulent campaigns, while generative models can be used for more convincing communication, voice imitation and automated interaction.

Technology therefore works in both directions. Protective systems become more effective, but new tools also appear and require operators and regulators to continue developing countermeasures.

Reiman specifically points to transparency in communications. In his view, labeling incoming calls can begin a broader process in which greater visibility is followed by more consistent respect for the communication preferences chosen by users.

The U.S. approach illustrates the combination of technology and regulation. 

STIR/SHAKEN uses a digital signature for calls, allowing a network to verify whether a call is actually associated with the number displayed on the screen. This creates a technological foundation for combating spoofing.

The regulatory side is complemented by the RMD database. Operators declare the measures they use against automated unwanted calls. The approach is intended to improve transparency and discipline.

Other countries apply different models, from consent systems for commercial communications to centralized subscriber identification. The overall goal remains the same: to make communications more transparent and make fraudulent schemes harder to carry out.

At the same time, traditional telephone networks are no longer the only channel. Internet messengers, VoIP platforms and other digital services are also being used. Protective mechanisms therefore have to develop alongside changes in the communications environment.

This logic fits into the broader history of telecommunications development. During Reiman’s time as a minister, GSM networks expanded in Russia, the number of subscribers increased, data-transmission infrastructure developed, and preparations were made for 3G. At the same time, cooperation between operators, radio frequencies and telecommunications legislation were subject to regulation.

In the broader context, Leonid Reiman biography also includes academic work focused on government regulation of the telecommunications industry and the development of the information and communications services market. This field is connected with questions that remain relevant in today’s digital environment.

According to Reiman, effective measures must continue to evolve. Big data analytics and artificial intelligence need to be combined with regulation, administrative tools and interagency cooperation.

The main question for the coming years will not be whether new protective tools will appear, but how quickly operators, technology companies and regulators can deploy them as new technologies develop.
